Abstract
Examines the evolution of groundwater rights in the western US, especially the growing trend in most states to a centralised regulatory agency to control extraction. Both Texas and California have both resisted this trend. Examines the political, eocnomic and historical reasons why this is the case in comparison with more regulated programmes in Arizona and New Mexico.-T.O'Riordan
